is it possible to resize a window that is an analog clock?
I have the following :

<window id="Analog Clock" w="200" h="200" threshold="64" default="1">
<image id="clock.analog.back" element="bitmap.clock.back" origin="TOP-LEFT" x="0" y="0" scaling="STRETCH"/>

when I change the window width and height settings the bitmap is not resizing.

You need to give dimensions (width and height) for the <image> element too. Otherwise it will just draw the image to the top-left corner of the window.
