from the docs: You can define the timezone with the timezone code (CET, UTC, ...) or with numbers (-2, -4, +5, +7).
the timezone codes seem to be incomplete in Rainlendar. while the work for EST (New York) or MSK (Moscow), they donīt work for IST (Mumbai), JST (Tokyo) or AEST (Sydney) and probably a few more.
if they would be complete, that could help on the second problem:
daylight saving time for the southern hemisphere does not work (it does neither for North America where they start DST on different dates as Europe).
